Declaration: 
1. Economic concentration and the financialization of societies have led to the major
emergencies in climate, health, after the Russian invasion of Ukraine, in food and
governance.
2. The world economy is to be transformed by the Tierra decarbonization-based
international monetary system leading to a transformational Bretton Woods 3.0 by the
adoption of the TTRIMS (Tierra TRansformed International Monetary System)
monetary sustainability framework convention. It would realize the aspirations of the
1974 New International Economic Order.
3. The Just Transition Working Group launched in COP27 and to be negotiated during
COP28 needs the TTRIMS underpinning of a global monetary sustainability
framework that would lead to a framework convention of the quality of the 1992 Earth
Summit of UNCED.
4. COP28 can be a pivotal event of historical significance in reducing those four
emergencies if its final statement includes a strong just transition pathway such as
TTRIMS AND if the COP is followed by a 2024 UN Commission on Monetary
Reform and Transformation and the 2025 UN Transformation Convention,
following the example of the 44 nations at Bretton Woods 1.0 in 1944, leading to a
transformational Bretton Woods 3.0 which would supersede the reformist Bretton Woods
2.0 of the IMF.

Tierra is the digital currency of IIMT’s decarbonization-based international monetary system
with its associated money-based financial system, inequality-reducing fiscal system, its UN

system to be changed into a sovereign monetary system; 2) to develop similar institutions at an

bring together and integrate the main ideas, values, frameworks, movements, matrices that
social, economic and ecological justices or transitional justice demands to be included. I consider
the TTRIMS monetary sustainability framework to be the fifth geoeconomic, geosocial,
geoecological world framework and vision that integrates the West with the USA and IMF, the
East with BRICS and its Development Bank, the United Nations, the Global South through the
Tierra decarbonization-based monetary system’s global heating solution. COP speakers such as
King Charles III emphasized the need for “genuine transformational action” the TTRIMS
monetary sustainability framework is a transformational framework that is to inform
transformational action.
